  • Ensure also that affordable housing is in a wider environment that has shops with good food at reasonable cost, has access to green space for recreation and for good physical and mental health, and has good public transport links - i.e. focus on the whole neighbourhood, not simply the housing stock, important though that is.

    • There should be an expectation that all housing is highly insulated to reduce bills and emissions. 'Affordable' is not just the initial cost, but the later cost of living in the house. Specific actions could include retrofitting housing, ensuring access to cheap green energy and supporting people with grant applications for greener energy. The proposed LHEES, if feasible, would be a major step towards both reducing emissions and ending fuel poverty.
