Also puts young people who might want to engage off with a cost attached if they can't afford it. My real issue is that its paying double for a service

Why charge for the service whilst funding supporting it? Is this not what the funding is there to support?
In my experience charging helps support ongoing sustainability. It also helps people commit to attending the project & valuing it.
